Council of ACOI 2017 (Board of Directors)

With the adoption of the Constitution on 18th January 2017, references to Council mean the Council of Directors and references to members of Council replaces previous references to Board of Directors. For clarity, members of Council of ACOI are the directors of the company, The Association of Compliance Officers in Ireland.


 Clive Kelly, President

Partner Re Ireland Insurance Ltd

Clive is the President of the ACOI and has been a member of the Council of ACOI since January 2013.

Clive is the General Manager and Executive Director of Partner Re Ireland Insurance Ltd. a subsidiary of Partner Reinsurance. He has a business degree from the University of Dublin and is a Chartered Insurer.

Clive has worked in the insurance sector for over twenty five years having held many executive roles including Head of Reinsurance, Head of Compliance and Head of Risk Management. Prior to joining Partner Re he was Chief Risk Officer of Zurich Insurance plc.

Clive teaches on a number of programmes for the School of Professional Finance (IOB).; Executive Masters in Risk Management; MSc in Compliance; Graduate Diploma In Financial Services and the undergraduate degree in Financial Services lecturing on a number of topics including, Compliance, Risk Management, Reinsurance, Ethics, Regulation etc.

He has also delivered executive programmes for the Institute of Banking on various topics incl. Enterprise Risk Management, and Solvency II.

Clive has written and contributed on text books on the topics of Insurance, Compliance, Risk Management and Consumer Credit. Clive was involved as author, editor and lecturer from the beginning of the ACOI PDC qualification. He speaks widely both nationally and internationally on a wide variety of topics and has published a number of articles on risk management for industry journals such as Banking Ireland and has written in the national press on the topic of Compliance.

Melanie Blake

Paddy Power Betfair

Melanie Blake is Head of Group Compliance at Paddy Power Betfair. Prior to joining Paddy Power Betfair, Melanie was Director of Compliance at HedgeServ a global, independent administrator headquartered in New York City and Dublin.

Previously, Melanie was Global Risk & Compliance Director and headed the Regulatory Compliance practice of an international law firm for a number of years. She spent over ten years in regulatory compliance roles in the financial services industry across the life and pensions, banking and asset management sectors.

Melanie was the Chairperson of the ACOI from January 2015 – January 2017 and has been a member of the Board of the ACOI since 2011. Melanie was a member of the Education Committee for a number of years and the Credit Union Working Group and was Chair of the Ethics Committee. Melanie is a LCOI, a Chartered Banker, holds a MBA specialising in Regulation & Compliance and a LLB. Melanie was also the author of PDC 1 between 2008 and 2013.

Aisling Clarke

Aisling Clarke has 20 years’ Compliance experience in Ireland and the UK and has held senior roles in Financial Services, in Asset Management (Merrill Lynch) and most recently Retail Banking (AIB). A qualified Barrister, LCOI and Certified Data Protection Practitioner, Aisling has 10 years’ Data Protection experience and has been guest speaker at a number of Data Protection conferences.

Aisling was previously Vice-Chair of the ACOI Professional Services Development Committee, during which time she organised and hosted a number of member events, and is currently Chair of the ACOI DP and Technology Working Group. Aisling joined the Council of ACOI in January 2016.

Séamus Canning

Séamus worked in the Financial Services for the past 35 years in various roles in the area of insurance claims. He has worked for an insurer, several loss adjusting companies in Ireland and the UK and latterly as a consultant acting on behalf of the consumer providing assistance with their insurance claims. He is also currently Chair of the Oversight Committee of St. Joseph’s Aviation Credit Union in Dublin Airport.

He is an Associate of the Chartered Insurance Institute and a Fellow of the Chartered Institute of Loss Adjusters. He is an Accredited Mediator with the Chartered Institute of Arbitrators. He has an International MBA from DCU and recently obtained a MSc. in Compliance from UCD in association with the Institute of Banking. He is a Fellow of the Association of Compliance Officers in Ireland and is a Certified Data Protection Officer and Certified Financial Crime Prevention Practitioner. Séamus joined the Council of ACOI in January 2017.

Coleman Hudson

Coleman is a Licentiate of the Compliance Officers in Ireland and a Certified Data Protection Officer. He is currently Head of Compliance at Aon Risk Solutions. Prior to this he worked various positions in the Central Bank of Ireland. He is the current President for the Insurance Institute of Dublin and also served as the Institutes honorary CPD Officer.

He is a member of the IBA Compliance Committee since 2012. Coleman also holds a Bachelor of Arts in History and Politics, and a Postgraduate Diploma in Public Relations. Coleman joined the Council of the ACOI in January 2017.

Kathy Jacobs

Kathy Jacobs

Having qualified as a Chartered Accountant in London followed by a number of years working as a forensic accountant in the public and private sectors, Kathy returned to Ireland in 2000 and commenced a career in Regulatory Compliance in KBC Group. She achieved the LCOI qualification in 2006 and spent a further 7 years at EBS Building Society working in all areas including Money Laundering, Data Protection and Conduct of Business.

Kathy set up and chaired the ACOI’s Data Protection Committee in 2009 and joined the Council of ACOI in January 2012 and is currently on the Membership Committee.

Mary Noonan

Mary is a LCOI and a member of the ACOI Ethics Committee since 2013. She holds a Diploma in Corporate Governance from UCD Smurfit Business School. Mary joined the Council of the ACOI in January 2016.

A qualified solicitor, Mary was Head of Legal, Compliance, and Company Secretary with KBC Finance Ireland. She has over 20 years’ experience in global project finance, underwriting and providing funds for infrastructure, telecommunication and industrial projects worldwide. Previously, Mary was Head of Legal at Don Bluth Entertainment Limited having started her career at McCann FitzGerald.

Hewlett – Packard International Bank plc 

Jason has over 28 years of experience in the financial services industry, he is currently Senior Compliance Officer for Hewlett-Packard International Bank plc. Previously he has held a compliance management role in Rabobank, providing compliance support to the retail/wholesale banking/loan management operations and senior compliance/anti money laundering roles in the Dublin based international life assurance/reinsurance operations of both AXA and HSBC.

Jason joined the Council of ACOI in January 2013. As such, he is a compliance professional who understands the need to be able to balance the adherence to legal and regulatory requirements whilst meeting the practical business needs. A positive team player who is a confident and assertive individual committed to customer care and excellence of service.

He holds the LCOI Professional Diploma in Compliance, Joint Financial Services Diploma and Professional Certificate in Financial Crime Prevention accredited by University College Dublin.

Denise Whelan


Denise Whelan is Head of Risk and Compliance with CACEIS Investor Services in Ireland and Chief Compliance Officer for CACEIS Bank Luxembourg (Dublin Branch) together, (“CACEIS”). Before joining CACEIS in 2010, Denise gained extensive compliance experience across the financial services industry in Dublin, London and Edinburgh. With a BSc Hons conferred from Trinity College Dublin, Denise focused on Compliance Risk and served in Senior Compliance roles in Trustee, Asset Manager, and Administrator and Life Assurance organisations. Denise currently has three PCF functions under her remit i.e. Operational Risk, Regulatory Compliance, and the Prevention and Detection of Money Laundering and Terrorist Financing.

Denise has held the role of updating author of the PDC 2 Manual “Conduct of Business” from 2007 to 2010, and was involved in the formation of the AML Working Group. She is currently Vice Chair of the AML Working Group, and maintains her ongoing focus on the development of the Compliance AML Officer, as a distinct discipline. Denise joined the Council of the ACOI in January 2016.

Diarmuid Whyte

Diarmuid Whyte qualified as a Chartered Accountant working in KPMG in 2010. He has been a member of ACOI since 2013 and Diarmuid joined the Council of ACOI in January 2017. He holds the LCOI Professional Diploma in Compliance. Diarmuid is the Vice Chairperson of the Finance Risk and Administration Committee in ACOI.

He is Head of Compliance and Client Asset Oversight in Cantor Fitzgerald Ireland Limited. Prior to this Diarmuid was the Chief Risk Officer and Head of Compliance for Willis Towers Watson in Ireland. This position included direct responsibility for a MiFID regulated investment firm, three trustee businesses, three businesses operating as investment and insurance mediation firms for the provision of individual life, pension, investment advisory services and two non-life intermediaries providing a broad range of insurance services. Diarmuid also worked for the Central Bank of Ireland, where he was a member of MiFID and Client Asset Inspection units from 2010- 2013.
