Henry Duggan, Managing Director, Financial Services, FTI Consulting Limited
Henry Duggan is a Managing Director at FTI Consulting. He is a member of the Forensic and Litigation Consulting segment and is based in London.
During the course of his career, Henry has led numerous specialist assignments covering sanctions investigations, terrorist finance, fraud/misconduct investigations, accounting irregularities, fraud risk management and AML. He has worked closely with Data Analytics, Forensic Technology and Intelligence experts to develop advanced methodologies for the investigation of terrorist financing/sanctions breaches for submission to regulatory authorities and law enforcement agencies.
In addition to his consulting experience, Henry has had extensive exposure to the criminal justice and intelligence aspects of financial crime. Henry previously held the rank of Senior Officer with the UK Serious Organised Crime Agency (SOCA) and was a specialist investigator with this organisation for approximately 8 years. Whilst in this role, he had direct responsibility for conducting investigations into allegations of international fraud, money laundering and associated predicate offences. This gave him considerable experience of gathering intelligence and evidence in support of criminal prosecutions and civil confiscation/restraint proceedings.
Henry has detailed knowledge of the legislative environment within which financial investigations are undertaken and has considerable practical experience of conducting investigations in accordance with legislative requirements. In his role as a Senior Officer, he also had responsibility for providing investigative/forensic accounting advice to operational investigation teams (both within the Home Office and local police forces) and the Crown Prosecution Service.
Henry has numerous qualifications in the fields of financial crime and internal control assessment. He holds a Ph.D., in Accounting & Finance, which focused on the topic of fraud/money laundering and has completed numerous specialist law enforcement courses. He is also qualified as a Chartered Accountant and Certified Public Accountant. He was selected to join the UK SOCA Expert Laundering Evidence Unit in 2010.

Piers Rake, Managing Director, Forensic & Litigation Consulting, FTI Consulting Limited
Piers Rake is a Managing Director at FTI Consulting. He is in the Financial Services practice, within the Forensic and Litigation Consulting segment and has 17 years of experience helping businesses, international organisations and governments to investigate and respond to allegations or instances of fraud, corruption, bribery, money laundering and other acts of wrongdoing and misconduct.
Although currently based in London, Piers has spent a significant portion of his career living and working overseas, including leading financial and non-financial cross border investigations in Europe, the Middle East and in North and Sub-Saharan Africa, on behalf of clients operating in a range of sectors, including financial services, healthcare, energy & power, construction and the public sector.
Having been the global head of financial crime investigations for a large transatlantic consumer and wholesale bank, Piers has particular experience in financial services, and has a comprehensive understanding of complex money laundering and terrorist financing typologies and financial crime threats that affect global financial institutions. He was also the bank’s accountable Global Nominated Officer, under the UK’s money laundering and terrorist financing legislation, and has experience of advising banking executives on compliance with their legal and regulatory obligations.
Piers has led investigations in to organized crime networks, high-end money laundering and fraud, including in relation to: drugs and human trafficking, ‘shadow-banking’ schemes (including ‘Laundromats’), trade-based money laundering, cash-funneling, investment and accounting fraud, cross-border corruption, tax evasion and sanction circumvention. Piers has a detailed knowledge of the application and use of authorized information-sharing gateways, as well as the new investigative and enforcement powers under the Criminal Finance Act 2017, including Account Freezing and Unexplained Wealth Orders.
Piers also supports clients and their legal advisors in relation to civil disputes, criminal proceedings, regulatory investigations and settlement negotiations.
Piers is a Solicitor of the Senior Courts of England and Wales, a former Partner in a London-based Commercial litigation firm and a Certified Fraud Examiner (CFE).

Federica Taccogna, Senior Managing Director, FTI Consulting
Federica Taccogna is a Senior Managing Director in the Financial Services team within the Financial & Litigation Consulting segment at FTI Consulting. She is based in London.
Having previously held senior risk and compliance positions in industry (including Head of Controls, Head of Operational Risk and Head of Compliance), Federica now supports a broad range of financial services institutions and regulators globally advising on, investigating and remediating regulatory and financial crime (in particular money laundering and terrorist financing) and governance and control concerns.
Federica has designed and delivered a number of financial crime and corporate governance control frameworks for numerous financial services firms globally. She regularly assists firms to achieve compliance, in preparation for regulatory visits and during or in response to regulatory reviews on the topic.
Federica leads teams conducting investigations into complex financial crime schemes encompassing money laundering, illicit use of shell companies/complex ownership structures, computer intrusions and hacking incidents, ransomware scams, identity theft schemes and bribery and corruption. She has led, inter alia, an investigation into a large money laundering scheme involving cryptocurrencies (and their exchanges) and hacking.
Federica is a strategic advisor on financial crime to the MFSA and leads teams performing financial crime investigations on its behalf and designing and devising its supervisory strategies and policies.In Malta, she leads a team of regulatory compliance, financial crime and analytics experts who support regulators and financial services firms in achieving compliance across a wide range of regulatory aspects.
